Circumcision is obligatory in every Muslim male if he is still uncircumcised no matter what his age is. Uncircumcised Muslim male is not ritually impure though he is not allowed to perform Tawaf around the Ka'bah. He is allowed to perform all the other worship practices like Salah, fasting etc. preparing the body of your father after his demise  is valid even if you are still uncircumcised. I advise you to get circumcised as soon as you can.

If he agreed to take his body to Najaf for burial, and did not change his will after that, then you should take his body to Najaf for burial because it was his last will.

Your Ghusl is valid because wiping off your body and massage on the scalp is not obligatory during Ghusl.

As far as outer hijab and Islamic dress-code for women, wearing a 'abayah or chador is not compulsory, unless it is the common custom of a particular society, and not wearing it will be seen as bad.  

In brief, wearing of modest and loose clothes, is enough, as long as deflects any attention of men.

Yes it is permissible for women to apply oil or cream to their body after performing Ghusl provided that she should not expose her beauty in front of Non Mahram men.

As you have already inadvertently consumed non Halal food, you need to be very careful in the future not to consume any food before being sure that it is Halal. It is also useful to fast for few days and repeat Estighfaar.

Repeated doubts in Ghusl or Wudhu or Prayers can be from Shaitan to disturb you. That is why Ahlul Bayt (AS) have ordered those who have repeated doubts to ignore such doubt and go ahead with out giving ant attention to the doubt.

Ignoring the repeated doubt will help you to get rid of it.

Having tattoos is allowed in principle provided it should not include any holy name of Allah (SWT) or any Infallible, and it should not be exposed by female to non Mahram men.

Tattoo does not harm Wudhu because it does not make a layer in the skin but just color which does not prevent water from reaching the skin while Wudhu or Ghusl.
