If Fajr is at 4:30am and sunrise is at 6:30am, does that mean Fajr can be read as Fardh until 6:29am or is it made Qadha at a certain earlier point before the time of sunrise?

Fajr Prayer time is between Fajr time and sunrise. It is Fardh till the last minute before sunrise. After sunrise, it becomes Qadha.
