Is my understanding correct that the Prophet (PBUH) per se cannot forgive sins but can only pray to Allah (SWT) to grant forgiveness?

Yes, although it is possible to seek intercession through the Prophet (S) and have hope that Allah would accept his intercession or his prayers for seek them from him. But the actual forgiveness is from Allah and the will of Allah.
